It's not exactly expensive either. The upgrade cost is generally the same as a retail upgrade cost +/- 10%. And if you have a VL copy, you can replace OEM Pro installs with VL Pro installs using just a single copy. But you have to factor in that he needs Enterprise edition to do what he wants - not Pro - which requires an upgrade license for every workstation - not just the single copy needed for imaging rights. That's effectively 1.5 employees (at most) to support over 200 endpoints. 8 months is plenty of time.
